In an environment consisting of Oracle Utilities Customer To Meter (C2M) 18.104.22.168 with Operational Device Management disabled: either when creating a new External System or when changing an existing one, when searching for an Outbound Message Type, an error is thrown in the UI ("Server has encountered an a problem") and the log file shows "No row with given identifier exits" (reference to WebServiceCategory W1-FIELDWORKPIP)
