Seeing Corrupted Characters at Control Zone Hierarchy

Iimported NMS control zone hierarchy using ces_control_zones.ces  script.   Values seems proper (viewing from a terminal) in the control_zones.dat file,  but somehow Turkish characters seems corrupted after import process.  When viewing names that are in the FEEDERS table that are similar to the corrupted control zone, these characters are appearing correct

The issue can be reproduced at will with the following steps:Loaded <customer>_control_zones.dat file $NMS_HOME/sql directory.

  1. run ces_control_zones.ces
  2. run UpdateDDS -recacheZones script.
  3. Log in and bring up the Authority Tool.  There are several characters that are appearing as   squares or other form than what the character shows in the control_zones.dat file
