ACTUAL BEHAVIOR
---------------
When a data intake file is submitted to the queue and the Group Customer specified cannot be found, there is no error generated, and the file is not stored in the OIPA database.
There is no indication that anything is wrong and the information in the file is lost.


EXPECTED BEHAVIOR
-----------------------
An error is generated to indicate that a Group Customer could not be identified, and the file is stored in the OIPA database.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a Data Intake file using a Group Customer Number that does not exist in OIPA.
