Unable To Establish Diameter Links Using Sctp (Doc ID 2667415.1)

Goal

Qn1:Is it possible to establish two links with DiameterGateway when it is used with SCTP(Stream Control Transmission Protocol)?

Customer is receiving two CER (Capabilities-Exchange-Request) request from network from same IP(Internet Protocol) Address but with different port. Also CER payload is same as below :


Expectation is that diameter should establish two sctp links with network on same IP with different port. However the same is working in PCRF ( Policy and Charging Rules Function). PCRF is able to establish two links for two CER request from same IP with different port.

How to resolve this issue?
 
Qn2: On a different scenario, we are able to establish multiple connections with diameter gateway from the same IP with different ports, the difference one can see here is that, in all the CER requests, the Origin-Host was different, whereas in other systems it was same for different port request as well.
Any reason for this difference in behavior? Is it because Origin-Host is different here and which is why clients are able to establish multiple connections?
