Error PIN_ERR_VALIDATION_FAILED While Creating Backdated Account (Doc ID 2668359.1)

Symptoms

The bus_param value SubsDis74BackDateValidations is enabled.
When create a backdated account using opcode PCM_OP_CUST_COMMIT_CUSTOMER where the account and products have different backdated start dates, opcode is failing with the following error in  Connection Manager (CM) pinlog:



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Current pin_virtual_time is May 6th
2) Account start effective date is Feb 5th
3) Product and deal start effective date is April 4th
