OC/TMS 5.X : Change Password functionallity throws - ' ORA-28008: invalid old password '

Symptoms
When trying to change the password trough the OC/TMS User Interface , you are receiving the below error :
ORA-28008: invalid old password
ORA-06512: at: "SYS/DBMS_SQL", line 1120
Steps:
OC/TMS > File -> Change DB Password > Old and new passwords are provided
Result:
ORA-28008: invalid old password ORA-06512: at: "SYS/DBMS_SQL", line 1120 "
