ORA-02291 Error on CreateEntity with Char Ext Enabled (Doc ID 2669258.1)

Goal

After enabling Character Extension Framework, When Creating the Service characters using SFWS or with Custom WS, Getting below error:

2020-03-26 10:28:16,758 ERROR [*******] [[ACTIVE] ExecuteThread: '29' for queue: 'weblogic.kernel.Default (self-tuning)'] [InteractionAdapter] ORA-02091: transaction rolled back
ORA-02291: integrity constraint (****** .FK_SERVICECHAREXT_CHAROWNER) violated - parent key not found

This is because of below bug in UIM.

BUG 31006547 - CHAR_EXT does not work and throws ORA-02091 for createEntity
