Actual Behavior
After releasing ECO, the generated ATO takes more then 30 minutes to change status from Released to Complete status

Expected Behavior
After releasing ECO, the generated ATO should change status from Released to Complete status less then 30 minutes.

Fact
Manual export of the ECO using the same filter configured for ACS does not cause same performance issue

Steps
The issue can be reproduced at will with the following steps:
1. Login to Web Client
2. Go to specific ECO
3. Change ECO status to Release
4. Search ATO which was generated for ECO
5. Wait for 30 minutes and confirm ATO takes more then 30 minutes to change status from Released to Complete status
