On : 12.2.9 version, Memory Based Planner

Plan Launch / Memory Based Planner 64-bit Linux Failing in 12.2.9

We are unable to launch a plan in a newly upgraded Oracle 12.2.9 instance due to the Memory Based Planner 64-bit Linux requests erroring.
