BRM Root Account Lock and Lock Contention on BAL_GRP_T (Doc ID 2674721.1)

Symptoms

Locks on balance group table (bal_grp_t) and root account are observed in Billing and Revenue Management (BRM) while custom code is internally invoked PCM_OP_WRITE_FIELD to create a custom /schedule/device object after upgrading from BRM 7.5 PS8 to PS17. This is leading to degradation in performance.
