Customerid and watchlist id not generating matches with more than one match_rule in CS_MATCHES table, If match found

Ex : Suppose for a customer id and watchlist id, I040 and I010 match rules are expected to hit , But currently match is found only for I010 and I040 match rule was not picked up.
