After Upgrade to PFT 807 Login Page is Incomplete and PFT Application is Missing

Symptoms
On PFT 8.0.7 after upgrade from 8.0.5, the PFT application does not appear after login.
ACTUAL BEHAVIOR
The login page looks incomplete and after login only two tabs appear:
Object Administration
System Configuration & Identity Management
EXPECTED BEHAVIOR
Expect to see the PFT application on the login page after logging in.
The issue can be reproduced at will with the following steps:
1. Upgrade from 805 to 807
2. Login
Changes
Upgrade to 8.0.7 from 8.0.5 and upgrade Web Server from Apache Tomcat version 8.0.50 to 8.5.42.
