SUBSTR Function In File Request Type Not Avoiding Double Quotes (Doc ID 2676026.1)

On : 2.7.0.1.0 version, IP - Installation Upgrade Proc

ACTUAL BEHAVIOR

SUBSTR function in File Request Type is not avoiding double quotes.

Lets say the input file for File Request Type contains double quotes for every field passed.
While FRT ignores the double quotes while reading inputs, the SUBSTR() function does not ignore double quotes and considers the double quote as a character.
When SUBSTR(0,3) is used for input "ABCD", it returns the substring AB instead of ABC.
When SUBSTR(1,4) is used for input "ABCD", it returns the substring BCD instead of ABC.
The working of SUBSTR() function will have to be updated to consider double quotes.
