Email Notifications are failing intermittently

STEPS

The issue can be reproduced at will with the following steps:
1. Log into Agile Web Client with any user
2. Open any object and click Action - Send button to send user self
3. Find user not receive email
4. Check Agile server log, see error
Email Notifications are failing intermittently.
