Configuration Assistant Not Showing Users that have Not Logged In (Doc ID 2676372.1)

Symptoms

On : 2.4.0.1.0 version, CA - Configuration Assistant


Configuration Assistant is not showing users that have not logged in to the application yet.

If a user has been added in Configuration Assistant, the user shows up in the list initially. But, if you hit the Refresh button or log out and back into Configuration Assistant, you cannot see the new user until they login and create an entry in the CES_USER_LOG table.

Expected
 Should be able to see all configured users regardless of whether or not they have logged in to the NMS application yet.


The issue can be reproduced at will with the following steps:
1. Log in to Configuration Assistant
2. Add a new user name to the list
3. Select the Refresh button
       The recently added use disappears from the list
