RDF: Upgrade from Lower Versions Should Be Flexible through RDF Plugins (Doc ID 2676980.1)

When users have custom (non-GA) hierarchy structure in lower versions (example RDF 14.0.x) and wishes to upgrade to RDF 16 or later versions, they would need to re-align the hierarchy structure as per RDF 16.x GA requirements and resort to options of rebuilding the domain and/or migrate the domain data through export/import utilities.

This process is complicated and error prone. RDF Plugins (specially 'New Item') should be flexible enough to manage such conversions and allow a smooth/direct upgrade of the domains including the data. RDF upgrade procedures should align with other RPAS solutions in this regards.
