Rating Disregards Credit Limit Set On Resource Sub-balance (Doc ID 2677084.1)

ACTUAL BEHAVIOR
---------------------
The user have provided with <Patch 29248099> for the below mentioned scenario for a Sponsorship hierarchy with a postpaid customer (PC) and a postpaid subscriber (PS).

Scenario 1:

  - PC has "shared" resource sub-balance R1 set at negative high value with credit limit 0.
  - PC has sponsorship group with sponsored product used by PS.
  - PS has its own resource sub-balance R1 set at a positive value with credit limit 0.

On issuing a rating request for PS it fails due to the status of the R1 sub-balance on PS (although it should have succeeded and consumed resource from the customer)

The provided Patch fixes this raised issue, however it introduces a regression, of the behavior in the following scenario:

Scenario 2:

  - PC has KB Conn Nat(1005505) "shared" resource sub-balance set at -2000 value and credit limit set at 0.
  - PC has sponsorship group with sponsored product "OPT GPRS bonus family sponsored postpaid subscriber".
  - PS has KB FUP(1005000) resource sub-balance set at -976 value and credit limit set at 0.
  - PS belongs to PC sponsorship group.
  - PS uses "OPT GPRS bonus family sponsored postpaid subscriber" product to rate traffic.

On issuing a roaming rating request of 1024 KB for PS, with this Patch,

  - Status of PC sub-balances: KB Conn Nat(1005505) = -976
  - Status of PS sub-balances: KB FUP(1005000) = +48

Here it is observed that Rating disregards the credit limit set on the KB FUP(1005000) resource sub-balance for PS.

EXPECTED BEHAVIOR

Behavior before deploying <Patch 29248099>:

  - Status of PC sub-balances: KB Conn Nat(1005505) = -1024
  - Status of PS sub-balances: KB FUP(1005000) = 0, EUC=0.206 (amount for 48 KB of traffic)
