Sy Session For An Unknown Customer Rejected With 5012, Not 5030 (Doc ID 2677827.1)

Symptoms

When an user which does not exist in PublicUserIdentity cache is trying to initiate Sy session, Diameter Gateway (DGW) is not able to build a SpendingLimitReportRequest and is sending "Spending-Limit Answer" message with response code DIAMETER_UNABLE_TO_COMPLY (5012).

The following error is logged in DGW log:

To be noted that when a Gy CCR-I message is coming to DGW for the same user DGW is sending CCA-I message with DIAMETER_USER_UNKNOWN (5030) result code. This is the expected behavior for the problematic scenario also.
