OFSAAI 1-Off Patch Fails with 'Error in decryption javax.crypto.BadPaddingException' (Doc ID 2678648.1)

Symptoms

When installing / upgrading OFSAA Infrastructure with a 1-off patch (ex. 7.3.5.1.x), the installer fails with the error below:

As a result, you cannot proceed with the installation.

You reset the password for your atomic schema user but you still get the same error.
