User is unable to log into Central Coding after SSO Migration (Doc ID 2678721.1)

Symptoms

 User reports being unable to access Central Coding. They are able to log into the Oracle Health Sciences page, but when trying to load the CC URL they receive a "You are not authorized to access this service. Try another service or close the browser to logout". They recall that they previously had an account in the pre-SSO CC environment.

Changes

 This may be a new or existing CC environment.
