"Make Global" Is Not Working When Converting Layout Filters

Trying to convert Layout Filters to Global Filters using the "make global" option works, however, other users in the database cannot see the Global Filters after they are converted. Additionally, the next day (or even later the same day) when the same user who converted the Layout Filters to Global Filters looks for the Global Filters, they have changed back to Layout Filters for that user. For other users, the Filters have just "disappeared" - there are no Layout Filters and no Global Filters shown for other users.
For the Filter to not disappear from Global.
The issue can be reproduced at will with the following steps:
1. Created a Filter called 'User Filter' (default to User Defined).
2. Select 'Copy as Layout' = Filter moved to Layout section, checked it as the applied Filter, click Apply.
3. Saved Layout.
4. Selected 'Make Global'.
5. Filter moved to Global.
6. Save Layout, Refresh then Log out and log back in.
7. Filter not in Global.
