IM Application Instances Fail To Start Up And Hang When Referencing The IMDB (Doc ID 2679554.1)

Symptoms

The IM, IC and search instance are hanging during startup when attempting to connect to the databases. The IM / IC log show the following message that the instance is connecting to the database and nothing else happens:
