MWM Assignments Not Dispatching to iOS Devices After Applying Patch Or Rollup (Doc ID 2679795.1)

Symptoms

After applying a Roll-up over the weekend customer is unable to dispatch activities to crews that are working on the new deployment. The outbound remote messages are stuck in a queue status and users are unable to work activities in the field.

The crews who selected "Fetch" when prompted to update their mobile deployment are experiencing the issue. Crews that selected "Continue" and didn't update the deployment when prompted are not encountering the issue.

The ant script was executed (ant -f CopyMobileContents.xml) then M1-BMCOM was run. The directories in /mnt/appout/mwm/mobility/www were updated with the date/timestamp of the M1-BMCOM batch.  Crews retested by downloading this new deployment but the issue persisted.
