Directory Path Does Not Exist As Specified In The Configuration For Agency Warning When Attempt To Import or Transmit E2B Files via Interchange

Symptoms
Files are not being picked up by interchange for inbound xmls, and files are not transferred to outbound directory on transmission.
In all the logs see errors similar to below (example only for one agency but occurs for all)

06-Apr-2020 12:00:05 AM DEFAULT : Error while trying to create sender outgoing folder as it does not exists , as specified in the configuration for Agency [AGENCYNAME]
06-Apr-2020 12:00:05 AM DEFAULT : Error in Fn: Read_Agency_Company The user name or password is incorrect.
