SIM HH Is Allowing to Receive in the Damage Area Even with the Security Restriction Disabled (Doc ID 2682520.1)

Symptoms

SIM Velocity Handheld is allowing to receive in the Damage Area even with the security restriction "Record Receipt Damages" disabled.

Steps to reproduce:
1 - Disable "Record Receipt Damages" in transfer receiver security role.
2 - Create a transfer for the store X.
3 - In the Wavelink application login in store X, go to Shipping / Receiving -> Transfer Receiving.
4 - Enter a container barcode from the transfer that was created in step 2.
5 - Go to Edit Conainer -> Select the Container -> Item Receiving.
6 - Scan item A and press "Total for Summary".
7 - Press Next.
8 - Press "Review Item".
9 - Scan item A, Confirm received quantities, press enter again and it enables the "Damage" field.
