External Finisher Is Displayed Even if Security Role Is Disabled (Doc ID 2682531.1)

Symptoms

When creating a "Transfer Receiving" in Velocity Handheld app, the External Finisher option is displayed even if Security Role is disabled.

This issue can be reproduced with the following steps:
1 - Disable "External Finisher" in user Security Role
2 - Login SIM Handheld app with the user that is with the security role with "External Finisher" disabled
3 - Click on "Shipping / Receiving" -> "Transfer Receiving" -> click on "S" button
4 - See the "External Finisher" option
