Account Reactivation from Inactive Status Does Not Work (Doc ID 2682645.1)

Symptoms

It is unable to reactivate a particular account from inactive status which does not look like a policy opcode issue.

STEPS
-----------------------
1. Open Customer Center,
2. Open the account, in the Summary tab, click on Account status
3. Change status to active, click on effective immediately, reason for change - Reactivate from Closed
4. Click on Apply

There is no error prompt in Customer Center and account status stays as inactive.
