Non-TTC Gives Incorrect GSU And BalanceCache Update (Doc ID 2683723.1)

Symptoms

Scenario:

Purchase Subscription plan which is having rateplans to make GPRS usage.Surf Abroad sessions grant data on first usage event which is valid for that calendar day. These grants are through Conditional RUM event

Steps to replicate:

1. Disable Tariff Time Change (TTC)
   i.e.,
   reverseRateUseAllBalances="false"
   tariffTimeChangeSupported="false"
   nonLinearRatingEnabled="false"
2. Make Surf Abroad data usages at the last hour of the day (TTC is disabled in the system)
    Spending Limit Request(SLR)
    Credit-Control Answer Initiate (CCA-I)
    Credit-Control Answer Update(CCA-U) (1st Update req : 08/Apr 11:32:00 PM)

Observation 1: Reservations in balanceCache and GSU granted are not matching
                    2: Granted Service Unit(GSU) value is not rounded based on the quantityIncrement set at the ChargeRateplan
                        CCR-U (2nd update req : 08/APR 11:32:03 PM) 

Actual Result: Showing as 10488573 which is not as per quality increment set in chargerateplan

Expected Result: Increment quantity is 10240 kb, GSU should have value equal to 10250 kb.
