CIOMS-I With Cover Letter Cannot Be Generated or Sent By SMTP - Fails With Warning "The Letter Or Letter Template Is Not A Valid RTF" (Doc ID 2684138.1)

CIOMS-I Report is failing to generate when sending to a Reporting Destination including a Cover letter (Where letter template was created in prior version of Argus)

After clicking on Final Report link in [Regulatory Reports] screen for a case, the below message (by design) appears:

 After clicking on [Yes] below warning appears:

• Same file cannot be sent via e-mail / SMTP, when clicking on failed report in Bulk Transmit screens, same error (not a valid RTF) appears.

 Recent upgrade to AS 8.2.1.1 from AS 8.1.2
