SAML SSO Configuration in Billing Care is not Working

Goal
Billing Care domain is configured for SAML SSO where Azure is acting as IDP (identity provider) & Billing Care domain is acting as SP (service provider). So authentication will be done by Azure whereas authorization will be through OPSS. The following documents has been followed during the integration

While testing, Azure is able to do the successful authentication, but authorization is failing.
