Account Bill Cycle Updated after SA Stop of Non-Billed Budget
Bill Cycle of an account with Non-Billed Budget SA was updated and caused the account to be billed incorrectly.
There is a logic on CIPCSATN to update the bill cycle of the account linked to the SA being stopped if there is no active billable SA. However, the update of the bill cycle happens even when stopping SA that are not to be billed.
EXPECTED BEHAVIOR

The bill cycle should not be billed in such status.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Nonconsolidated Account with Monthly Bill Cycle
2. Interval SP (Not MRAM-metered)
3. Residential Electricity SA already stopped
4. SmoothPay SA automatically stopped
5. Bill Cycle was changed.
