Workarea Installation Failure "ORA-04042: procedure, function, package, or package body does not exist" and "Error during Workarea Install" (Doc ID 2685881.1)

Symptoms

On Oracle Life Sciences Data Hub (LSH) 2.4.9.1, a specific Work Area installation is encountering the following error message in the Work Area installation log:

ERROR: Error during Workarea Install : There are errors during OWB deployment. See install log for details.

AND

/* Grants on the main Package for Program Obj Id <OBJECT ID> in Workarea Obj Id - <WORK AREA OBJECT ID> */
GRANT EXECUTE ON <PACKAGE> TO PUBLIC
Revoking privileges from the primary schema
Revoking the SELECT ANY DICTIONARY from the <SCHEMA NAME>
There are errors during OWB deployment. See install log for details
