Data Model And Transformation Installation in QC Lifecycle Fails with "character string buffer too small" (Doc ID 2686876.1)

Symptoms


The Model and Transformation install is failing in QC lifecycle with below error:

Data Model Install Error:
29-May-2020 11:04:53 AM- INSTALL FAILED ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.FND_MSG_PUB", line 279
ORA-06512: at "APPS.CDR_PUB_DF_WORKAREA", line 510
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "APPS.CDR_EX_INST_CONTROLLER", line 9234
ORA-20003: The object is not in a valid state for the requested operation (ops_enabled)
ORA-06512: at "OWBSYS.WB_RTI_EXCEPTIONS", line 131

The same issue had occurred in Dev lifecycle before and the workaround was to perform Full install which made the installation successful. This approach cannot be used as there is already data loaded in the tables. The Full install deletes existing records and recreates the entries from scratch.
