SIM Mobile & PC User Unable To View Item Permissions Without Being Assigned 'Review Item' Permissions (Doc ID 2687278.1)

In SIM PC client and MAF UI, the user is unable to view item permissions without assigning the 'Review Item Permissions' to the role. This blocks the user from opening up a container to see the contents and viewing the print and selection menu since the carton has been confirmed but not yet dispatched.

Steps to Reproduce:

1. Shipment = In-progress; Container=Completed, SHIPPED or CANCELLED, user had Edit Container permission
2. Container item screen does not open
3. Assign the 'Review Item permission' to the role
4. Container Item screen opens
