Importing XML To Update An Existing Project Fails With Error "Unable to lock project at requested access level" (Doc ID 2687677.1)

Symptoms

When attempting to import a XML (e.g. Primavera XML or Microsoft XML) to update an existing project in P6,
the following error occurs.

The issue can be reproduced with the following steps:
1. Log on P6.
2. Import a XML. It fails with above error.
