Unable To Import An E2B R2 XML File For A New Enterprise - No Primary Receive Agency Configured Error (Doc ID 2687839.1)

Symptoms

Unable to import an E2B R2 XML file for a new Enterprise created in Argus Safety 8.2.1

Same file imports into another enterprise which existed prior to the upgrade without problems.

The exact same Agency Details exist in both enterprises via Argus Console > Code Lists > Argus > Reporting Destination > [EDI] Tab

Error in import logs shows:

"no primary receive agency configured" warning is received but Agency is configured correctly and none of the known causes in below notes apply:
