Rating is not Working Correctly After Performing Service Transfer

Symptoms
After transfer of a service from one customer account to another customer account using PCM_OP_SUBSCRIPTION_SERVICE_BALGRP_TRANSFER, the rating is not working as public identifier in Elastic Charging Engine (ECE) cache is incorrect. Also the new Call Detail Records (CDRs) are routed to old account which has no product with valid date, hence it got suspended and errors like 'NO_RATED_EVENT_PERSISTED' appear.
Scenario:
1. Created an account test1 with telephony service
2. Created another account test2 with gprs service
3. Performed service transfer of test1 (telephony service) to account test2
4. Service transfer successful but ECE cache is fetching the publicIdentifier from service_t.login instead of service_alias_list_t.name
