ACS Control Plan Editor Re-Establishes Connections as the Wrong Customer

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), there is an issue with the Advanced Control Services (ACS) Control Plan Editor (CPE) when there is a connection interruption between the screens running on a users terminal and the Service Management System (SMS) server.
Upon connection re-establishment, the following symptoms are observed:
- The customer is reset to "Boss" (the default super user account) which affects the available Feature Nodes (FN) in the palette and the list of saved CPs
- When attempting to perform any action such as adding a new node to the canvas, a seemingly endless number of popups are displayed which must be individually closed
