Symptoms
When attempting to import an XER file, the following error occurs:
ERROR
Error: ORA-01400: cannot insert NULL into ("ADMUSER"."PROJECT"."PROJ_SHORT_NAME")

STEPS
The issue can be reproduced at will with the following steps:
1. Login to P6 Professional and attempt to import an XER file.
2. Observe project ID is empty on the screen after the XER file is selected for import.
3. Observe error with varying event codes.
