"Process did not complete successfully. See log file for details" When Importing an XML File (Doc ID 2691111.1)

Symptoms

When attempting to import an XML file into a P6 PPM database, the the following error occurs:

ERROR

Process did not complete successfully. See log file for details.

C:\Users\<username>\AppData\Local\Temp\XXX.xml.SummaryImportLog.txt

In the SummaryImportLog.txt, the following message is found:

Prism.Modularity.ModuleInitializeException: An exception occurred while initializing module 'CommandLineModule'.
  - The exception message was: One or more errors occurred.
  - The Assembly that the module was trying to be loaded from was:Primavera.Mercury.CommandLineModule, Version=19.12.2.34820, Culture=neutral, PublicKeyToken=null
  Check the InnerException property of the exception for more information. If the exception occurred while creating an object in a DI container, you can exception.GetRootException() to help locate the root cause of the problem.
  ---> System.AggregateException: One or more errors occurred. ---> System.Exception: Exception while commiting the changes to the database.
The INSERT statement conflicted with the FOREIGN KEY constraint "fk_taskactv_actvcode". The conflict occurred in database "<DatabaseName>", table "dbo.ACTVCODE", column 'actv_code_id'.
The statement has been terminated. ---> System.Data.SqlClient.SqlException: The INSERT statement conflicted with the FOREIGN KEY constraint "fk_taskactv_actvcode". The conflict occurred in database "<DatabaseName>", table "dbo.ACTVCODE", column 'actv_code_id'.
The statement has been terminated.

Failed to load type for module CommandLineModule.
Error was: An exception occurred while initializing module 'CommandLineModule'.
  - The exception message was: One or more errors occurred.
  - The Assembly that the module was trying to be loaded from was:Primavera.Mercury.CommandLineModule, Version=19.12.2.34820, Culture=neutral, PublicKeyToken=null

STEPS

The issue can be reproduced at will with the following steps:
1. Login to P6 Professional.
2. Attempt to import an XML file.
3. Observe onscreen error and log file error.
