'Action* ejb enable_login false' Results in CorbaExceptions When Using Multiple Managed Servers (Doc ID 2691211.1)

When running multiple CESEJBs and executing 'Action* ejb enable_login false' the WebLogic managed server throws a stack trace. It seems this is a result of a failed SQL transaction to delete and re-insert a row in CES_PARAMETERS for APP='NMS' and ATTRIB='ENABLE_LOGIN'. It appears that multiple CESEJBs' are executing at the same time, creating contention.

The issue can be reproduced at will with the following steps:
1. With multiple NMS managed servers running,
2. Run "Action* ejb enable_login false"
3. Check the managed server logs.
