Unable To Apply Metric Extension: Suspended on Broken Target

Goal
On : 13.1.1.1.0 version, BRM Plug-in
When Billing and Revenue Management (BRM) and Elastic Charging Engine (ECE) targets are discovered and promoted, there are few missing properties [like PERL_LOC] for all targets in EMAGENT browser
When user click on “Events”, it shows the below error message
So when the targets.xml is edited and the properties PERL_LOC are added, it worked fine and the status was reflected.
Later when Custom Metric extension is applied to the targets, why did it fail with errors like "suspended on Broken Target"?
