switch plans can get locked when user logs into 2 NMS instances

NMS typically prevents users from logging in twice to the same web workspace instance, but when you have 2 WL domains such as we suggest to separate SCADA control and non-SCADA control users, this does not work. This can end up locking switch plans if a user logs in on each domain as show in steps below.


Logged into domain 7102 from A desktop
Opened plan 192954 (Emergency plan in progress)
Logged into SCADA domain 6102 from A desktop – had two QA sessions open
In 6102, opened plan 192954 and added a step – refreshed plan on corp 7102 and saw update, but could no longer edit on 7102
Closed plan on 7102, and logged out of 7102 (config assistant showed me still logged in)
Left plan open on 6102 and logged out of 6102 (config assistant showed forced logout on 7102 and successfully logout on 6102)
Has someone else tried to open plan 192954, but it was locked
I logged back into corp domain 7102, reopened plan and closed plan
Plan unlocked and someone else was able to open it
