System Exception When Guarantee Interest Rate Is Zero

Symptoms
On : 11.0.2.19 version, General
The client has a guaranteed interest rate that can be 0%.
When updating the rate to 0%, the system reports the following message:
ERROR

Client has a Guaranteed Interest Rate that can fall to Zero (0%). When the rate is set to 0%, the system throws an exception:
Caused by: com.adminserver.utl.exception.AsExceptionUtl: Failed to load a rate for the following rate group - IULP17_GUAR_IntRate.

STEPS

The issue can be reproduced at will with the following steps:
1. Configure a fixed fund that has a guaranteed interest rate.
2. Set the guaranteed interest rate to 0%.
3. Open a policy with that fund and navigate to the Values screen.
4. Observe an exception in the system log.
*** The system should allow an interest rate of 0%.
