ReSA User With Correct Inquiry Duties Assigned is not Able to Download the Templates

Symptoms
Unable to download the ReSA templates in spite of having the correct inquiry duties.
Steps to reproduce:
--------------------
1. Assign the below duties to the user.
a. RESA_ADMINDATA_INQURIY_DUTY.
b. RESA_GLCROSSREF_INQUIRY_DUTY.
c. RESA_CURRENCY_ROUNDING_RULES_INQUIRY_DUTY.
2. Login to the ReSA application.
3. Navigate to Foundation Data -> Data Loading ->Download Data.
4. Select Template Type(Administration, Finance Administration). Note the template field is greyed out.
