Event Assessment Changes Automatically

Goal
Following are steps in which one can observe that event assessment is automatically updated:
1) Login as a user, book in a case, save
2) Login as another user, route case to USA DE state, accept assignment, add event, change event assessment from unlisted to listed and add justification, save, route case to USA case assessment state
3) Login as another user, accept assignment, review case, enter contact log, save.
Event assessment is changed automatically.
Also, when a case is routed from one workflow state to another, Argus automatically updates the event assessment.
Is this to be expected? What are the circumstances under which one should expect event assessment to be updated?
