Symptoms

Erroneous behavior of privilege and roles mapping

A user has ALC_ALLOC_POLICY_ MAINTENANCE_MAINTAIN_PRIV (under ALC_ALLOC_POLICY_ MAINTENANCE_MANAGEMENT_DUTY), and is not able to create Policy Templates. And another user who only has ALC_ALLOC_POLICY_MAINTENANCE_VIEW_PRIV (under ALC_ALLOC_POLICY_MAINTENANCE_INQUIRY_DUTY) is able to create Policy Templates.

Steps To Recreate:
1. Login to Allocation with a user that has ALC_ALLOC_POLICY_ MAINTENANCE_MAINTAIN_PRIV
2. Verify that user cannot create Policy Templates
3. Login to Allocation with a user that has not ALC_ALLOC_POLICY_ MAINTENANCE_MAINTAIN_PRIV
4. Verify that user can create Policy Templates
