Initial Load Meter Configuration Sync Request Transitions To 'KEY_RESOL_ER' State When D1-SIKDC Is Executed (Doc ID 2696220.1)

Symptoms



Issue - Initial Load Mtr Config. Sync req are transitioning to 'KEY_RESOL_ER' state when D1-SIKDC executed

When executing 'D1-SIKSP' batch that restricted to 'D1-InitialSyncRequestDC’ business object.
All Sync requests are transitioned to ‘KEY_RESOL_ER’ state and according to the definition of business object, it should be transitioned either into 'KEYS_RESOLVD' or 'VALID_ERROR'.
Although the batch completed successfully and no errors found.

Steps to reproduce -
1) Create Device Initial Sync Request
a. Run the Pending life cycle batch:D1-SIOPE
b. Sync Request is Synchronized and the production key is generated, i.e. Device is created

2) Create Device Config Composite Sync Request for the device created in step1 with the effective date as 01-01-2019 12AM
a. Run batch: D1-CMSYN --> this will create "Device Configuration Initial Sync Request" in Pending state
b. Run batch F1-SYSRQ (Sync Request Monitor (Deferred)) --> this will move "Device Configuration Initial Sync Request" from PENDING to DATA_TRANSFD
c. Run batch F1-SAKRQ (Sync Request Allocate Keys Monitor) --> this will move from DATA_TRANSFD to KEY_ALLOCATD
d. Run batch D1-SIKDC (Initial Sync Request - Resolve Keys DC) --> this will move from KEY_ALLOCATD to KEYS_RESOLVD
e. Run batch D1-SILDC (Initial Sync Request - Load Data DC) --> this will move from KEYS_RESOLVD to LOADED
f. Device config is created for the effective date 01-01-2019 12AM

3) Create another Device Config Composite Sync Request for the same device created in step 1 with the effective date as 01-01-2019 12AM
a. Run batch: D1-CMSYN
b. Run batch F1-SYSRQ (Sync Request Monitor (Deferred))
c. Run batch F1-SAKRQ (Sync Request Allocate Keys Monitor)
d. Run batch D1-SIKDC (Initial Sync Request - Resolve Keys DC) --> Sync

Result:
Request fails here with the error - 

"The Effective Date/Time of this Device Configuration is prior or equal to the Date/Time of the latest installed Device Configuration."
