While Selecting Expense Component Which has Calculation Basis as 'Value', Component Rate Value is Not Populated if it is Less Than 1.0 (Doc ID 2696319.1)

Symptoms

While adding expense with Calculation Basis=Value on a Purchase Order, the "Component rate" is not populated if the value is a decimal value less than 1.0 .

Steps to recreate:
1. Setup a expense component ID with elc_comp.calc_basis='V', elc_comp.comp_rate=0.5  (i.e. < 1.0).
2. Wile creation of a Order, try to add the above Expense to the Location.
3. Select the Component (i.e. Calculation Basis='Value', comp_rate=0.5).
4. Notice that the Component Rate value is populated as blank.
