“Justification For Performing This Action” For Deletion Of Case (Doc ID 2697642.1)

Symptoms

By English user account on English application screen, when trying to delete a case by selecting Case Actions >> Delete menu,
an error pop-up dialog appears with the following message.

Deletion Justification is also required in Japanese as one or more reports have been submitted to a Japanese Reporting Destination(s).
Please select a standard justification that already contains a translated Japanese justification or create an action item for a Japanese user to delete this case.
